In the name of God

The message from Afghan civil society to the International Conference on Afghanistan in Bonn, Germany

Acknowledging that the International Conference on Afghanistan in Bonn is a critical opportunity for the Islamic Republic of Afghanistan and the international community to reaffirm their mutual commitment to work together to enable sustainable development, enhance the rule of law and good governance, promote peace and justice, and to further their efforts to help the people of Afghanistan who have long suffered from the conflict in the country,

Building on the experience gained in the last decade, and learning from the lost opportunities, the Islamic Republic of Afghanistan and the international community, based on a common vision, should focus their efforts on bringing security and stability to Afghanistan and to the region in order to prevent citizens of Afghanistan and other countries from being victims of regional terrorism and unrest,

Emphasizing human rights values and with a view to protecting the achievements of the last decade, the Islamic Republic of Afghanistan should strive to further its capabilities in managing crises, fighting corruption, and improving the delivery of social services and development. This also requires the Afghan Government and the international community to cooperate on further strengthening democratic processes and institutions, protecting fundamental rights and freedom of the press, promoting human rights principles and ending the prevailing culture of impunity. Both parties must increase their joint efforts to promote people’s trust in a participatory system of governance and the Afghan Government’s ability to deliver justice to the victims of war and to improve living conditions for the citizens ofAfghanistan.

Bearing in mind the above-mentioned issues, Afghan civil society institutions propose the following points to the Islamic Republic of Afghanistan and the international community. We believe these issues will help enable both parties to support a common and unified vision for the future of the Afghan people and the country as a whole, especially in relation to the transition process, the long-term commitment of the international community, and the peace and reconciliation process:

1. 1.      TRANSITION PROCESS

What is expected of the Islamic Republic of Afghanistan:

• The second phase of transition (Inteqal) should be based on a thorough evaluation of the first phase and the lessons learned, giving full consideration to the necessary capacities, resources (human and financial), and the demands and satisfaction of the people,
• Equal attention must be paid to the civilian dimension of the transition process (quality of the delivery of social services without any gender or ethnic discrimination, good governance, effective measures to curb corruption, promotion and protection of human rights, as well as the reform and independence of the judiciary) in parallel to the military aspect of transition (qualitative and quantitative support for Afghan security institutions),
• It should give priority to implementing the rule of law, supporting and strengthening the democratic process and institutions (i.e. reform and independence of the electoral process, in particular), and to merit-based appointments,
• It should strengthen healthy working relations between the judiciary, legislative, and executive, and specifically to establish a professional, effective, and responsive cabinet.

What is expected of the international community:

• It should support systems and institutions (particularly civil society and democratic institutions) and focus on infrastructure rather than supporting individuals and their dependent groups,
• It should focus on supporting and building the national security forces (ANA &ANP), and not quasi and parallel security setups (Arbaki, local police and security companies),
• It should continue political, technical, and financial support for state building and nation building efforts in Afghanistan, and exert the required political pressure on regional spoilers meddling in and challenging security in Afghanistan,
• It should provide structural and continued support and leverage the complementary monitoring and consulting roles of civil society and human rights defenders, as well as women’s rights activists in the efforts to promote responsive, inclusive, and good governance.

What is expected of both the Islamic Republic of Afghanistan & the international community:

• They should effectively explore and leverage existing capacities and capabilities available within Afghan civil society institutions as a de facto potential for delivering social services and implementing the National Priority Programmes (NPP).

1. 2.      LONG-TERM COMMITMENT OF THE INTERNATIONAL COMMUNITY:

It is, specifically, expected that the International Community will:

• Extend its cooperation to the implementation of sustainable development (poverty alleviation schemes, support to local industries, agriculture, irrigation, commerce, communication networking, and other infrastructure facilities) in order to leadAfghanistanto self-sufficiency and prosperity,
• Strengthen the Islamic Republic of Afghanistan’s capacity and capability in furthering its efforts to fight terrorism, drug trafficking and poppy cultivation, based on the decade-long experience in fighting terrorism (at the regional and international levels),
• Assist – through technical, financial, and security support – the Islamic Republic of Afghanistan in conducting a national census in order to have the reliable figures and statistics needed for sustainable development and lasting economic growth,
• Develop unified and practical mechanisms and procedures to fight corruption, and enable the Islamic Republic of Afghanistan to implement it, while providing support to the role of Afghan civil society institutions in monitoring good governance and responsive government,
• Regularly evaluate aid effectiveness in terms of service delivery and monitoring roles of civil society organizations, as well as elected institutions/entities,
• Support and protect, both politically and technically, the democratic and civil society institutions, as the connecting and bridging entities between regional powers, and in particular betweenAfghanistanandPakistan.

1. POLITICAL SOLUTIONS AND REINTEGRATION:

The civil society institutions of Afghanistanhave always supported efforts to promote a peaceful settlement with full consideration given to upholding human rights, women’s rights, social justice, victims’ demands, and ensuring those efforts are within the accepted religious, national and international values. Therefore, the Islamic Republic of Afghanistan is expected:

• Based on past experience and the ineffectiveness of previous methods, which were one-sided and offered privileges, to consider the Peace and Reintegration Strategy as a necessary and inseparable component to complement and support good governance, and to curb corruption, carry out reforms to make the judiciary independent, end the culture of impunity and promote justice,
• To uphold human rights values and civil norms in all negotiations and efforts for peace and reconciliation initiatives in order to make a clear distinction between friend and foe and to implement its polices with a clear vision.
• To implement, based on the international obligations and commitments it entered into at the Kabul Conference, the action plan of transitional justice, while taking practical measures to improve the rule of law, justice and due processes,
• Not to subordinate human rights values, women’s rights, fundamental and civil rights in any political efforts for peace and reintegration process,
• To consider mechanisms for reintegration that support justice and accountability for armed groups which wish to join the peace process, while ensuring that they no longer pose a threat to the people and the country.

The international community is expected:

• Not to favour strategies that lead to short-term political solutions and speedy reintegration process as a premature exit strategy,
• Not to overshadow the regional and international dimension of the conflict in Afghanistan, and, to assist the Islamic Republic of Afghanistan in addressing the root causes of the external factors (through military, political and economic pressures),
• To formalize its presence, and based on the Geneva Conventions, to strictly avoid civilian casualties in order to limit political exploitation by fundamentalists and regional spoilers,
• To simultaneously support the advocacy efforts of civil society institutions and human rights defenders to protect war victims and to promote mechanisms for addressing war crimes while building the relevant capacities of the Islamic Republic of Afghanistan,
• To uphold and apply universal human rights values in Afghanistan in all humanitarian and development assistance (civil and military), while supporting the complementary roles of civil society institutions in consultation, service delivery, humanitarian assistance, public awareness raising and advocacy initiatives.

The civil society institutions of Afghanistan sincerely believe that this great gathering inBonncan lead to further cooperation and the creation of a unified vision shared by the Government of Afghanistan, the international community, and Afghan civil society institutions in order to bring peace and a prosperous future to the country and the Afghan people.

Eine Botschaft der afghanischen Zivilgesellschaft an die Internationale Afghanistankonferenz, Bonn

In dem Wissen, dass die Internationale Afghanistankonferenz in Bonn eine große Chance für die Islamische Republik Afghanistan und die Weltgemeinschaft ist, ihre beiderseitige Verpflichtung zur Zusammenarbeit zu bekräftigen, die eine nachhaltige Entwicklung ermöglichen, Rechtsstaatlichkeit und verantwortungsbewusste Staatsführung gewährleisten, Frieden und Recht fördern und ihre Anstrengungen zur Hilfe für das afghanische Volk, das lange unter dem Konflikt im Lande gelitten hat, unterstützen soll,

auf den im vergangenen Jahrzehnt gewonnenen Erfahrungen und dem aus verpassten Chancen Gelernten aufbauend, sollten die Islamische Republik Afghanistan und die Weltgemeinschaft, durch eine gemeinsame Sicht der Dinge geeint, ihre Bemühungen darauf richten, Sicherheit und Stabilität in Afghanistan und der Region zu verankern, um die Bürger Afghanistans und anderer Länder vor Terrorismus und Ausschreitungen zu bewahren,

unter Betonung der Werte der Menschenrechte und mit Blick auf die Erfolge des vergangenen Jahrzehnts, sollte die Islamische Republik Afghanistan erstreben, ihre Fähigkeiten in Krisenmanagement, Korruptionsbekämpfung sowie der Verbesserung der Leistungen des Sozialwesens und der Entwicklung auszubauen. Dies erfordert auch eine Zusammenarbeit des afghanischen Staates und der Weltgemeinschaft zur weiteren Stärkung demokratischer Prozesse und Einrichtungen, zum Schutze der Grundrechte und der Pressefreiheit, zur Förderung der Idee der Menschenrechte und um der vorherrschenden Praxis der Nichtahndung von Verbrechen ein Ende zu bereiten. Beide Parteien müssen ihre gemeinsamen Anstrengungen verstärken, das Vertrauen der Menschen in die politische Teilhabe und in die Fähigkeit des afghanischen Staates zu fördern, sich der Kriegsopfer anzunehmen und die Lebensbedingungen der Bürger Afghanistans zu verbessern.

Eingedenk des oben Angeführten sprechen zivilgesellschaftliche Einrichtungen Afghanistans der Islamischen Republik Afghanistan und der Weltgemeinschaft die folgenden Empfehlungen aus. Wir glauben, dass diese Empfehlungen dazu beitragen können, dass sich beide Parteien für eine gemeinsame und einheitliche Vision für das afghanische Volk und das Land als Ganzes einsetzen, insbesondere im Hinblick auf den Übergangsprozess, das langfristige Engagement der Weltgemeinschaft und den Friedens- und Versöhnungsprozess:

1. 1.      ÜBERGANGSPROZESS

Was von der Islamischen Republik Afghanistan erwartet wird:

• Die zweite Phase des Übergangs (Inteqal) sollte aufgrund einer genauen Auswertung der ersten Phase und der dabei gewonnenen Erfahrungen und unter vollständiger Berücksichtigung der benötigten Kapazitäten, Ressourcen (personell und finanziell) sowie der Bedürfnisse der Menschen und ihrer Befriedigung erfolgen,
• der zivilen Seite des Übergangsprozesses (Qualität der Leistungen des Sozialwesens ohne Diskriminierung nach Geschlecht oder ethnischer Herkunft, verantwortungsvolle Staatsführung, wirksame Maßnahmen zur Eindämmung der Korruption, Förderung und Schutz der Menschenrechte sowie die Reform und Unabhängigkeit des Justizwesens) muss ebenso hohe Aufmerksamkeit gewidmet werden wie ihrem militärischen Aspekt (qualitative und quantitative Unterstützung der afghanischen Sicherheitsbehörden),
• der Einführung rechtsstaatlicher Grundsätze sowie der Unterstützung und Stärkung demokratischer Prozesse und Einrichtungen (wie insbesondere die Reform und Unabhängigkeit des Wahlgeschehens) und der Ämtervergabe nach Verdienst sollte Vorrang gebühren,
• Konstruktive Arbeitsbeziehungen zwischen Rechtsprechung, Gesetzgebung und Exekutive sollten gestärkt und insbesondere ein professionell und effektiv arbeitendes und bürgernahes Kabinett gebildet werden

Was von der Weltgemeinschaft erwartet wird:

• Systeme und Einrichtungen (insbesondere zivilgesellschaftliche und demokratische) sollten unterstützt und ein Hauptaugenmerk auf die Infrastruktur gelegt werden, statt einzelne Personen und die entsprechenden Gruppierungen zu unterstützen,
• sie sollte sich auf die Unterstützung und den Aufbau der nationalen Sicherheitskräfte (Armee und Polizei) konzentrieren und keine parallel existierenden Sicherheitskräfte unterstützen (Arbaki, lokale Polizeikräfte und Sicherheitsdienste),
• sie sollte den Prozess der Staats- und Nationbildung in Afghanistan weiterhin politisch, technisch und finanziell unterstützen und auf regionale Unruhestifter, die ihn sabotieren und die Sicherheit in Afghanistan gefährden, den nötigen politischen Druck ausüben,
• sie sollte die ergänzende Beobachter- und Beraterrolle zivilgesellschaftlicher Einrichtungen und Menschenrechtsaktivisten sowie auch für die Frauenrechte Eintretender zur Förderung einer bürgernahen, offenen und verantwortungsbewussten Staatsführung strukturell und nachhaltig unterstützen und deren Arbeit fördern.

Was sowohl von der Islamischen Republik Afghanistan als auch der Weltgemeinschaft erwartet wird:

• Die vorhandenen Kapazitäten und das Leistungsvermögen in den Einrichtungen der afghanischen Zivilgesellschaft sollten als wirkmächtiges Potenzial zur Bereitstellung sozialer Dienste und zur Einführung des afghanischen Prioritätenprogramms (NPP) zielführend ausgelotet und gefördert werden.

1. 2.      LANGFRISTIGES ENGAGEMENT DER WELTGEMEINSCHAFT

Es wird vor allem erwartet, dass die Weltgemeinschaft

• ihre Zusammenarbeit zur Realisierung einer nachhaltigen Entwicklung (Programme zur Eindämmung der Armut, Unterstützung der einheimischen Industrie, der Landwirtschaft, der Bewässerungssysteme, des Handels, des Fernmeldewesens und anderer Bestandteile der Infrastruktur) ausweitet, um Afghanistan den Weg zu Selbstversorgung und sicheren Lebensbedingungen zu ebnen,
• mit ihrer jahrzehntelangen Erfahrung in der Terrorbekämpfung (auf regionalem wie internationalem Gebiet) die Fähigkeit und das Leistungsvermögen der Islamischen Republik Afghanistan zur Fortsetzung ihrer Bemühungen im Kampf gegen Terrorismus, Rauschgifthandel und Mohnanbau stärkt,
• der Islamischen Republik Afghanistan – mittels technischer, finanzieller und sicherheitstechnischer Unterstützung – hilft, eine landesweite Volkszählung durchzuführen, welche die für eine nachhaltige Entwicklung und ein stabiles Wirtschaftswachstum notwendigen verlässlichen Zahlen und Statistiken liefern soll,
• Develop unified and practical mechanisms and procedures to fight corruption, and enable the Islamic Republic of Afghanistan to implement it, while providing support to the role of Afghan civil society institutions in monitoring good governance and responsive government,
• Einheitliche und praktikable Methoden und Vorgehensweisen zur Bekämpfung der Korruption entwickelt und der Islamischen Republik Afghanistan deren Einführung ermöglicht, zugleich die zivilgesellschaftlichen Einrichtungen Afghanistans bei der Überwachung verantwortungsvoller und offener Staatsführung unterstützt,
• regelmäßig die Wirksamkeit von Hilfsmaßnahmen im Hinblick auf Dienstleistungen und die Wächterfunktion zivilgesellschaftlicher Organisationen wie auch gewählter Einrichtungen/Instanzen,
• die demokratischen und zivilgesellschaftlichen Einrichtungen als Bindeglieder zwischen den Regionalmächten und insbesondere zwischen Afghanistan und Pakistan sowohl politisch als auch technisch zu unterstützen.

1. POLITISCHE LÖSUNGEN UND WIEDEREINGLIEDERUNG:

Die Einrichtungen der afghanischen Zivilgesellschaft haben stets Bemühungen unterstützt, die auf ein friedliches Miteinander unter Beachtung von Menschenrechten, den Rechten der Frau, sozialer Gerechtigkeit und Ansprüchen von Opfern abzielen und die sich auf anerkannten religiösen, nationalen und internationalen Werten gründen. Daher wird von der Islamischen Republik Afghanistan erwartet:

• Aufgrund früherer Erfahrungen und der Unwirksamkeit vorher angewandter Methoden, die einseitig und parteiisch waren, die Friedens- und Wiedereingliederungsstrategie als einen notwendigen und unverzichtbaren Bestandteil zur Ergänzung und Unterstützung einer verantwortungsvollen Staatsführung umzusetzen sowie die Korruption einzudämmen und Reformen zur Schaffung einer unabhängigen Rechtsprechung durchzuführen, somit die vorherrschende Praxis der Nichtahndung von Verbrechen zu beenden und das Recht zu fördern,
• bei allen Verhandlungen und Bemühungen um Frieden und Versöhnung die Idee der Menschenrechte und der zivilen Normen zu achten, um klar zwischen Freund und Feind zu unterscheiden und um ihre Politik gradlinig zu verfolgen.
• gemäß der Verpflichtungen, die sie auf der Kabuler Konferenz eingegangen ist, den Aktionsplan für ein neues Rechtswesen einzuführen und zugleich praktische Maßnahmen zur Festigung von Rechtsstaatlichkeit, Justizwesen und der Durchführung geordneter Verfahren zu ergreifen,
• bei politischen Bemühungen im Friedens- und Versöhnungsprozess die Werte von Menschenrechten, den Rechten der Frau, Grund- und Bürgerrechten nicht unterzuordnen,
• Wiedereingliederungsmechanismen zu schaffen, die Rechtssicherheit und Verantwortlichkeit für bewaffnete Gruppen, welche sich am Friedensprozess beteiligen wollen, zu stärken und dabei zu gewährleisten, dass diese keine Bedrohung mehr für Land und Leute bilden.

Von der Weltgemeinschaft wird erwartet:

• Keine Vorgehensweisen zu fördern, die als übereilte Exitstrategie zu kurzfristigen politischen Lösungen und rascher Wiedereingliederung führen,
• das regionale und internationale Ausmaß des Afghanistankonflikts nicht zu verdecken und die Islamische Republik Afghanistan dabei zu unterstützen, externe Konfliktfaktoren an ihren Wurzeln anzugehen (mittels militärischen, politischen und wirtschaftlichen Drucks),
• ihre Präsenz zu formalisieren und im Sinne der Genfer Konvention zivile Opfer strikt zu vermeiden, um so weit wie möglich zu verhindern, dass Fundamentalisten und regionale Unruhestifter politisches Kapital daraus schlagen können,
• zugleich das Eintreten zivilgesellschaftlicher Einrichtungen und Menschenrechtsaktivisten zum Schutze von Kriegsopfern zu unterstützen und Mechanismen zur Verfolgung von Kriegsverbrechen zu fördern, während die notwendige Leistungsfähigkeit des Systems der Islamischen Republik Afghanistan aufgebaut wird,
• die allgemeinen Menschenrechte im Zuge humanitärer und Entwicklungshilfe (zivil wie militärisch) in Afghanistan zu vertreten und anzuwenden sowie die ergänzende Rolle zivilgesellschaftlicher Einrichtungen in Beratung, Dienstleistung, humanitärer Hilfe, bei der Schaffung einer kritischen Öffentlichkeit und flankierender Maßnahmen zu fördern.

Die zivilgesellschaftlichen Einrichtungen Afghanistans glauben fest daran, dass diese Zusammenkunft in Bonn zu einer vertieften Zusammenarbeit und zu einer gemeinsamen Sichtweise führen kann, die von der afghanischen Regierung, der Weltgemeinschaft sowie den zivilgesellschaftlichen Einrichtungen Afghanistans geteilt wird und die Afghanistan und seinem Volk Frieden und eine sichere Zukunft bescheren können.

Ahmad Fahim Hakim

In the interview, Ahmad Fahim Hakim, Commissioner of the Afghanistan Independent Human Rights Commission, explains how the Civil Society Forum Afghanistan came into being. He informs us about the selection of the delegates, the current situation of civil society in Afghanistan and its influence on the government. He also speaks about his hopes in connection with the process and his wishes for the future of his home country.

Im Interview erläutert Ahmad Fahim Hakim, Commissioner der Afghanistan Independent Human Rights Commission, die Entstehung des Zivilgesellschaftlichen Forums Afghanistan. Er informiert über die Auswahl der Delegierten, die aktuelle Situation der Zivilgesellschaft in Afghanistan und den Einfluss auf die Regierung. Zudem spricht er über seine Hoffnungen, die mit dem Prozess verbunden sind, und die Zukunftswünsche für sein Heimatland.

Marion Regina Müller leitet das Auslandsbüro der Heinrich-Böll-Stiftung in Kabul. Im Interview spricht sie von den Folgen einer planlosen Überförderung der Zivilgesellschaft durch internationale Geldgeber, über die positive Entwicklungen in Afghanistan innerhalb der letzten zehn Jahre – und über eine stark fragmentisierte Zivilgeselllschaft, die durch das Zivilgesellschaftliche Forum ein Stück zusammenwachsen könnte.

Dr. Babak Khalatbari

Dr Babak Khalatbari is Head of the Konrad-Adenauer-Stiftung Office for Afghanistan and Pakistan. He has hopes that it might be possible to achieve an orderly handover in 2014, advocates civil society cooperation across country borders – and explains why a functioning party system is not conceivable without the involvement of civil society in the future.

Dr. Babak Khalatbari leitet das Auslandsbüro Afghanistan und Pakistan der Konrad-Adenauer-Stiftung. Er hat Hoffnungen, dass 2014 ein geordneter Übergang gelingen könnte, plädiert für eine Kooperation der Zivilgesellschaft über Ländergrenzen hinweg – und erklärt, warum ein funktionierendes Parteiensystem in Zukunft ohne Engagement der Zivilgesellschaft nicht denkbar ist.

Frank Hantke

Frank Hantke is Head of the Kabul Office of the Friedrich-Ebert-Stiftung. In the interview, he speaks about the civil society’s worries about the future, the divisions within the Afghan government, the numerous facets of the civil society organisations – and about the art of blanking out worries and negative emotions with work.

Frank Hantke ist Leiter des Auslandbüros der Friedrich-Ebert-Stiftung in Kabul. Im Interview spricht er über Zukunftssorgen der Zivilgesellschaft, die Zerrissenheit innerhalb der afghanischen Regierung, die zahlreichen Facetten der zivilgesellschaftlichen Organisationen – und über die Kunst, durch Arbeit Sorgen und negative Gefühle auszublenden.

Also representatives of the Afghan civil society will ask to speak with their own political proposals regarding Afghanistan’s future. They will also come together for a conference in Bonn, the Civil Society Forum Afghanistan that will take place on December 2nd and 3rd. They will use the world public to express their expectations regarding the Foreign Ministers Conference and to present recommendations for Afghanistan’s political future.

The Civil Society Forum Afghanistan planned in Bonn is preceded by an intensive advice und consultation process. Under the overall control of the Afghanistan Independent Human Rights Commission (AIHRC) most diverse civil society protagonists of Afghanistan meet in order to work out their positions for the Foreign Ministers Conference. What is more, the goal of the Afghan consultation process is:

• to elect a group of 34 delegates that will travel to the Civil Society Forum in Bonn at the beginning of December;

• apart from that to appoint two representatives from their circle who will participate in the official Foreign Ministers Conference and will introduce the positions of the Afghan civil society.

In this process, Afghanistan’s civil society representatives will be accompanied and supported by the Friedrich Ebert Foundation, the Friedrich Naumann Foundation for Freedom, the Heinrich Böll Foundation as well as the Konrad Adenauer Foundation. In this Afghan process the German political foundations act as advisors and form a bridge between the Afghan and the German as well as the international public. What is more, they provide organisational and logistic assistance and ensure an exchange of information and transparency with the official Foreign Ministers Conference.

Afghanistan – die Zivilgesellschaft meldet sich zu Wort

Am 5. Dezember 2011 findet in Bonn eine internationale Außenministerkonferenz zu Afghanistan statt – fast auf den Tag genau zehn Jahre nach der Petersberger Konferenz von Afghanistan. Den Vorsitz der diesjährigen Außenministerkonferenz führt Afghanistan, Deutschland ist Gastgeber.

Auch Vertreterinnen und Vertreter der afghanischen Zivilgesellschaft melden sich mit eigenen politischen Vorschlägen zur Zukunft Afghanistans zu Wort. Sie werden ebenfalls in Bonn zu einer Konferenz zusammenkommen, dem Zivilgesellschaftlichem Forum Afghanistan, das am 2. und 3. Dezember stattfinden wird. Sie werden die Weltöffentlichkeit nutzen, um ihre Erwartungen an die Außenministerkonferenz zu formulieren und Empfehlungen zur politischen Zukunft Afghanistans zu präsentieren.

Dem in Bonn geplanten Zivilgesellschaftlichen Forum Afghanistan geht ein intensiver Beratungs- und Konsultationsprozess voraus. Unter Federführung der Afghanistan Independent Human Rights Commission (AIHRC) treffen sich verschiedenste zivilgesellschaftliche Akteure Afghanistans, um ihre Positionen für die Außenministerkonferenz zu erarbeiten. Darüber hinaus hat der afghanische Konsultationsprozess zum Ziel:

• eine Gruppe von 34 Delegierten zu wählen, die zum Zivilgesellschaftlichen Forum nach Bonn Anfang Dezember reisen wird;

• aus ihrem Kreis außerdem zwei Vertreter/innen zu ernennen, die an der offiziellen Außenministerkonferenz teilnehmen und die Positionen der afghanischen Zivilgesellschaft einbringen werden.

Die zivilgesellschaftlichen Vertreter/innen Afghanistans werden in diesem Prozess von der Friedrich-Ebert-Stiftung, der Friedrich-Naumann-Stiftung für die Freiheit, der Heinrich-Böll-Stiftung sowie der Konrad-Adenauer-Stiftung begleitet und unterstützt. Die deutschen Politischen Stiftungen wirken in diesem afghanischen Prozess beratend und bilden eine Brücke zwischen der afghanischen und deutschen sowie internationalen Öffentlichkeit. Darüber hinaus leisten sie organisatorische und logistische Hilfe und sorgen für Informationsaustausch und Transparenz zur offiziellen Außenministerkonferenz.

  We hopefully passed some democratic steps and process under supervision of the international society , supplying  and monitoring democratic process  in the country like Presidential ,Parliamentary and Provincial council election process, making of  rule (constitution) and governance process. Also in the military & security section today Afghan Government reach to the security forces like Afghan national police ANP, Afghan national army ANA.   And it’s really appreciable the international society and colleagues’ supportingAfghanistangovernments.

Unfortunately after few years once again the violence started and some insurgents group (TALIB militants) made big challenge and problem for Afghan Government and reconstruction process of the country even for our international friend and colleagues every day we all witness for violence bombs explosions suicide attacks, due to this violence dozens afghans  and sometime the international youth (International Security Assistance  Forces) pass away, and it is clear for all, majority of these attacks leads from outside of the country (Pakistan) and still it could be a problem for security and development in Afghanistan. on the other hands   the administration corruption in the government is also made big problem in the way of development, milliard dollars founded by International society due to corruptions in the government hasn’t more effective in development of the country, so these are all had made hopeless Afghan people for future of their home country, after the announcement of the international society for transition process and living Afghanistan in 2014, Afghan people  worry and has concerns about the future of the country, so the international society before living Afghanistan must ensure Afghan people that after 2014 they don’t live alone Afghanistan.

In my view the international society must attention in the following items:

-         Ensure the Afghan security a force (ANA & ANP) reach the all necessary and military equipments and has capability to defense across border and liberty of Afghanistan without international security  assistant forces  after 2014.

-         The international society  must bring political presser to regional countries speciallyPakistanto be honest to fighting against international terrorism and remove the hut of these insurgents groups  (Haqani network, Keota and Peshawar SHURA) from their home country,Pakistan.

-         Ensure that the Afghan Government should develop  and share a transparent strategy for fighting against corruption has the accountability  and transparency to access social justice also support and controlling  the private sector in every part  health, education and social services

-         International society must has commitments to  the people of and government of  Afghanistan beyond 2014 to grant big and  long terms economical projects  such mining , industries   and supporting Afghan government economical  strategy  and programs to reach economical development and could found both  the general and development budgets of the country. After 2014.

-         At the last international society must bring political presser to the Afghan Government to ensure all democratic achievements in the last decade and support action plan for transitional justice inAfghanistan. after 2014 the international society should observing all democratic  process inAfghanistansuch human rights universal declarations and  values, women rights and democracy values election process.

-         At last support the civil society to rebuild a bridge between the government and public to promote transparency and accountability in Afghan government.
